After 6 PM on a weeknight, most Australian commercial buildings drop their staff count from twenty or fifty to one or two. A cleaner moves through a closed office tower. A security guard rotates between three loading bays. A petrol station attendant stands behind one counter for an eight-hour shift. A veterinary nurse covers an inpatient ward overnight. The building hazard does not change. The response capability does.

AS 3745 and the Work Health and Safety Act both apply to these hours, and they read each other across a thin overlap. AS 3745 governs evacuation diagrams, the Emergency Planning Committee, warden training, and the procedures the building follows in an emergency. The WHS Act and the model Code of Practice on remote and isolated work govern the duty owed to workers who are alone or significantly distant from assistance. In after-hours operations, those two frameworks have to do the work together. A diagram and procedure designed for occupied hours quietly fails the moment one person is on site.

Where lone-worker evacuations actually happen

Lone-worker and after-hours evacuation scenarios are common across Australian commercial operations. Most are easy to overlook because they do not look like emergencies until something happens.

  • Cleaning crews working night shifts in offices, retail centres, schools, and government buildings, often single-on-site between 6 PM and 4 AM.
  • Overnight security on roving patrol, where one guard alone covers multiple sites or zones with timed check-ins.
  • After-hours retail at petrol stations, convenience stores, fast food drive-throughs, and 24-hour pharmacies, with a single staff member on shift.
  • Single-staffed warehouse night shifts, including third-party logistics dispatch, cold storage facility runs, and overnight inventory work.
  • Veterinary clinics with on-call or sleep-in nursing for inpatients, where one nurse may be the only person on site for the ward overnight.
  • Hotel night managers and night porters, often a single front-desk staff member covering reception, room service requests, and emergency response.
  • Childcare and aged care morning openers and evening closers, where the building has occupants but only one staff member during the shoulder periods.
  • Real estate inspections, building handovers, and insurance assessments where a contractor or agent is on site alone outside business hours.
  • Trade contractors, electricians, plumbers, and lift technicians performing after-hours work in unoccupied buildings.

What changes when staffing drops to one

The standard AS 3745 occupied-hours assumption is that wardens activate the response, the chief warden directs, and the staff cohort moves under direction. None of that survives a one-person night shift. Things that quietly stop working:

  • The chief warden role. There is no chief warden if there is no second person to brief.
  • The warden communication tree. There is no tree if every node is the same person.
  • The PA announcement that triggers staged evacuation. The lone worker is the announcement and the audience.
  • Buddy assistance for any PEEP. The buddy is somewhere else, possibly on a different site.
  • The visitor sign-in book as a head-count source. After-hours contractors and cleaners often skip the daytime sign-in process, leaving no record at all.
  • The mustering and roll-call procedure. There is no roll because there is no roll.
  • The post-incident debrief and re-entry sequence. The lone worker is a witness, an evacuee, a reporter, and a rebuilder of the response, all in one person.

What replaces these is not "less procedure". It is a different procedure designed for the staffing reality.

AS 3745 and the WHS Act overlap on lone work

AS 3745 (the standard) and the Work Health and Safety Act 2011 (model law adopted across most jurisdictions) have a clean overlap on after-hours operations. AS 3745 requires the Emergency Planning Committee to identify all foreseeable hazards and plan for them, which includes the staffing pattern at every hour the building is occupied. The WHS Act and the model Code of Practice on remote or isolated work require the PCBU to ensure the safety of workers who are alone or whose work makes immediate assistance unlikely.

In practice, this means an emergency plan that only addresses 9 to 5 occupied hours fails both standards. The AS 3745 audit asks "what does the building do at this hour with this staffing", and the WHS audit asks "what does this worker do alone in this scenario". The two answers should be the same procedure, written once.

State variations apply. NSW, Queensland, ACT, NT, Tasmania, and South Australia operate the model WHS Act 2011. Victoria operates its own Occupational Health and Safety Act 2004, which carries substantially similar duties on isolated work but uses different terminology. Western Australia operates its WHS Act 2020 with similar effect to the model. The lone-worker provisions sit in the Code of Practice "Working alone or in isolation", available through Safe Work Australia and the state regulator websites.

Diagram features that support lone-worker evacuation

A standard occupied-hours diagram assumes the reader can see one of several diagrams installed at standard mount points and act on shared procedure with a warden present. A lone-worker diagram is read by the only person on site, possibly under stress, and possibly in a part of the building they do not normally occupy. What the diagram should make obvious without warden support:

  • Every primary exit and the alternative exit for each location. A single-exit reading is the most common failure mode in after-hours emergencies.
  • Manual call point locations. The lone worker raises the alarm; nothing else does it for them.
  • Fire extinguisher and hose reel locations relevant to the kinds of fire likely at that hour (electrical in server rooms, kitchen suppression in food service, plant and machinery in industrial spaces).
  • Assembly area location, with night-time access notes if the daytime assembly area is behind a locked gate.
  • After-hours muster point, where it differs from the daytime assembly. Some buildings nominate a staffed location nearby (a 24-hour service station, a hospital reception, a security gatehouse) as the after-hours assembly.
  • Fire indicator panel and emergency warning intercom system locations, so the lone worker can report incident details to the responding brigade.

Multilingual diagram elements (ISO 7010 symbols throughout, language-neutral floor plan, key terms in English plus the working language of the night shift if known) support contractor and cleaning crews where English may not be the first language. AS 3745 does not require multiple languages, but the Disability Discrimination Act and the WHS general duty cut in the same direction: the diagram has to be readable by the people actually using it.

The six audit gaps for after-hours operations

A short list of gaps that fire safety auditors and WHS inspectors commonly find when they ask "what happens at 11 PM on a Tuesday".

  • No documented procedure for after-hours operations. The emergency plan addresses only occupied hours and is silent on cleaning, security, contractor, or night-shift scenarios.
  • The warden register lists daytime wardens only. Night-shift staff and contractors are not assigned any role.
  • The diagram does not show the after-hours assembly area where it differs from the daytime location.
  • After-hours contractor sign-in, key handover, and induction processes do not include the evacuation procedure or the diagram location.
  • Lone-worker check-in monitoring (timed call-in, app-based geofence, panic-button system) is not documented or not in use.
  • The most recent evacuation drill was held during occupied hours only. No drill has tested the response under lone-worker or skeleton-shift conditions.

Each gap has a fix that costs less than the next audit finding. The pattern across them is consistent: the after-hours scenario was treated as an extension of the daytime scenario, when it should have been treated as a separate response.

A workable lone-worker emergency procedure

A practical first-60-seconds sequence for a lone worker discovering a fire, alarm, or other emergency:

  • Activate the manual call point at the nearest break-glass alarm. The local fire indicator panel communicates with the brigade; the lone worker does not need to call separately at this point.
  • Confirm the fire location is not blocking the primary exit route. If it is, switch immediately to the alternative.
  • Move directly to the after-hours assembly area or the nominated nearby staffed location.
  • Once safe, call the building manager or designated after-hours emergency contact and provide: building name, address, what was observed, where the worker is now.
  • Wait at the assembly area or nominated location until brigade or building manager arrives. Do not re-enter for any reason, including to retrieve property, lock up, or check on equipment.

The sequence is short on purpose. A lone worker under stress does not have the bandwidth for a complex protocol. The procedure should fit on one page, sit at the front of the after-hours emergency manual, and appear in the contractor induction pack.

The absent-buddy pattern

Standard buddy assignment relies on a second person on site. Lone-worker shifts do not have one. The workable replacement is an off-site monitoring buddy paired with a check-in regime.

  • Timed check-in. The lone worker calls or messages a designated monitor at agreed intervals (every 30, 60, or 90 minutes). A missed check-in triggers an escalation procedure.
  • App-based monitoring. Lone-worker apps such as SafetyCulture, Blackline Safety, and Aware360 provide automatic check-in prompts, missed-check-in alerts, and incident-button escalation. Many also provide geofence and motion-detection triggers.
  • Panic-button hardware. Wearable or fixed panic buttons connected to a 24-hour monitoring centre, used in retail and security operations.
  • Manual call-in to a designated phone tree. Older but still used in cleaning, contracting, and small operations where app deployment is impractical.

The monitor role itself needs documentation. Who monitors the monitor? In small operations the building manager is named; in larger operations a security control room or third-party monitoring provider takes the role. Either way, the monitor procedure has to be on file and tested.

Drilling lone-worker procedures

Lone-worker procedures are the hardest to drill. Pulling a full alarm at midnight is impractical and disrupts neighbours; running a drill on a working night shift is hard to schedule. A few workable approaches:

  • Tabletop drill with the night-shift workers during their handover. The chief warden walks through the scenario verbally and the worker describes what they would do at each step.
  • Off-shift walk-through. The night-shift worker walks the building during a daytime visit, with a warden observer, and demonstrates the route and the call procedure.
  • Contractor induction simulation. New cleaning crews and security contractors run through the procedure as part of the induction, before their first shift.
  • Annual scheduled after-hours drill, where the alarm is sounded as a test (not a real alarm) at a low-impact hour, with neighbours and the brigade notified in advance. This catches gaps a tabletop drill misses (door latching behaviour, alarm audibility in remote zones, lift behaviour during alarm).

The drill register should include after-hours drills as a separate entry, distinct from the standard occupied-hours drill. Audit findings often record "annual drill conducted" without distinguishing the staffing condition.

Documentation that survives turnover

Cleaning, security, and contractor workforces have higher turnover than day staff. A lone-worker procedure that lives in one person head, or in a locker that the night-shift worker does not have access to, fails on the first staff change. What survives turnover:

  • After-hours emergency procedure pinned at the after-hours entry point, in the cleaner room, in the security gatehouse, and at the front desk.
  • The emergency manual referenced in every contractor agreement and signed off as part of the induction. New starts cannot begin a shift without confirming sight of the procedure.
  • The diagram itself, mounted in locations the lone worker actually uses (back-of-house corridors, plant rooms, loading dock entry, night-shift workstation), not just the visitor-facing daytime mount points.
  • The check-in monitor contact details current and re-confirmed at every roster change. A monitor whose number rolls to voicemail is not a monitor.
  • Drill records archived with the staff member induction file, so the worker exposure to the procedure is documented even after they leave.

Common audit findings on after-hours coverage

Findings that recur across AS 3745 audits and WHS inspections of after-hours and lone-worker operations:

  • Cleaning contractor staff have not been inducted into the building emergency procedure.
  • The building emergency manual is held in a locked office that the night-shift staff cannot access.
  • The after-hours assembly area has not been agreed with the building manager, or has not been communicated to staff.
  • The check-in monitoring procedure exists on paper but no record of recent missed-check-in escalations exists, suggesting the system is not operationally tested.
  • Lift behaviour during alarm has not been verified; lone workers may be inadvertently trapped in lifts that do not return to the ground floor.
  • After-hours fire equipment service records are out of date; the alarm or sprinkler system has been in fault mode and the night-shift staff are unaware.

Closing these gaps does not require rewriting the emergency manual. It requires acknowledging that the after-hours scenario is its own response, and documenting the response that fits the staffing reality.

Diagrams that support lone work

The building diagram is the single artefact every lone worker has access to during a shift. A diagram that was specified for daytime occupancy (mounted at the visitor lobby, oriented for the daytime entry point, showing only the daytime exit routes) leaves the lone worker without the information they need.
