- Meeting rooms and classrooms (Sunday school, youth rooms)
- Office and administration areas
- Toilet blocks and amenities
- Backstage or storage areas
- Outdoor covered areas used for gatherings (fellowship areas, covered courtyards)
Seating and Layout Challenges
The arrangement of seating directly affects evacuation routes:
- Fixed pews in churches create defined aisle widths that must be maintained as clear exit routes
- Moveable chairs in halls may be rearranged for different events, potentially blocking exits
- Prayer mats laid across floors in mosques can create trip hazards during evacuation
- Stage setups for concerts, performances, or conferences may block normal exit routes
- Diagrams should show the standard seating layout, and event organisers should ensure temporary setups do not block marked exits
Community Halls with Changing Layouts
Community halls present a unique challenge because the room layout changes depending on the event. Practical approaches:
- Create diagrams showing the standard (empty or default) layout with all exits clearly marked
- Include a note on the diagram: "Ensure all marked exits remain clear regardless of event setup"
- Provide a simple one-page guide for event hirers showing which exits must remain unobstructed
- Include exit route requirements in the hall hire agreement
- Conduct a brief safety orientation for new hirers, pointing out exits and fire equipment
Heritage and Older Buildings
Many churches and community halls are heritage buildings with features that complicate evacuation:
- Narrow doorways that do not meet current width standards
- Heavy timber doors that may not be fire-rated
- Steps and level changes without ramps
- Limited emergency lighting
- Single-entry buildings with no secondary exit
Heritage listing does not exempt a building from fire safety requirements. However, alternative solutions may be negotiated with the fire authority and heritage council. Evacuation diagrams should show the exits that do exist, even if they are not ideal.
Volunteer-Run Facilities
Many churches and halls are managed by volunteer committees. This means:
- There may be no paid facility manager to oversee fire safety compliance
- Volunteers may not have fire safety training
- Record-keeping for drills and diagram updates may be inconsistent
- Budget constraints may delay diagram updates or fire equipment servicing
Despite these challenges, the legal requirements are the same as for commercially managed buildings. Appointing one committee member as the fire safety coordinator and scheduling an annual review of diagrams and equipment can address most compliance gaps.
