Diagrams should use high-contrast colours and clear symbology that remains legible under the lower lux levels typical of emergency lighting. A single 400-seat auditorium discharging simultaneously through two or three exit doors creates significant crowd pressure. Evacuation diagrams must reflect realistic exit capacity, and wardens must be briefed on crowd management principles.

AS 3745:2010 requires that evacuation exercises be conducted at intervals appropriate to the occupancy type and risk level. For public entertainment venues, this typically means at least annual exercises, with tabletop reviews of the EMP between exercises. The complex nature of cinema and theatre layouts means warden training and regular drills are particularly important, staff may change frequently, and seasonal contract staff (common in live performance venues) need to be inducted into the emergency plan.

For venues that host events with varying configurations, a theatre that sometimes operates as a flat-floor event space, for example, evacuation diagrams must be updated to reflect each operational configuration. A single static diagram may not be adequate if the seating arrangement, stage position, or access routes change between events.

## Compliance Obligations for Cinema and Theatre Operators

Under the WHS Act 2011 and relevant state and territory WHS Regulations, PCBUs operating cinemas, theatres, and other entertainment venues must maintain emergency plans and ensure workers are trained in their implementation. This obligation extends to contractors and labour-hire staff who regularly work at the venue.

Local government development approvals and fire authority requirements may impose additional conditions on cinema and theatre operators, particularly for heritage or converted buildings where the original layout does not conform to contemporary NCC requirements.
